The Telcos were letting people run up enormous debts with phone related services, without the limit that is inherent in Credit card based transactions.Absolutely- a change in regulatory stance will be needed, recognising that telcos will be acting more like banks than communications service providers. Regulating a telco as a telco for every aspect of its services, even when some of the services are entirely different, makes little sense
